Regarding imports, Article 24 of the law stipulates that the state will gradually realize zero import of solid waste, and the implementation of the implementation shall be organized by the State Council's competent department of ecology and environment in conjunction with the State Council's competent departments for commerce, development and reform, and customs. This content is consistent with the goal of "striving to basically achieve zero imports of solid waste by the end of 2020" previously proposed by the Party Central Committee and the State Council. Enterprises need to pay close attention to the dynamic adjustment of relevant policies.
If it is illegal to import solid waste, the law stipulates that for various solid waste violations, in addition to ordering the solid waste to be returned, the fine will be from 50,000 to 500,000 to 100,000 to 1 million. , Raise to more than 500,000 yuan and less than 5 million yuan, and transfer hazardous waste without approval and other illegal activities, the legal representative, the main person in charge, the directly responsible person in charge and other responsible persons shall be fined and administrative detained according to law Penalties, the consequences that companies have to bear for violations of the law are more and heavier.
According to SMM research, after the introduction of the new solid waste law, the current inspection cycle for imported waste can be extended to 21 days, and the import volume of nickel-containing waste has also decreased. The raw material supply side of nickel sulfate is mainly nickel-containing waste, nickel wet-process intermediate products and nickel beans/powder. Due to the long supply shortage in the domestic nickel-containing waste market, the nickel sulfate market has a certain demand for foreign waste imports. The implementation of the solid waste method and the reduction in the amount of imported nickel-containing waste materials are expected to have a certain impact on the supply side of nickel sulfate raw material waste.
