In principle, Ardoni said, the licensing process would be simplified, but oversight would be strengthened. The environmental licensing process will be simplified, the approval time will be shortened, but the environmental supervision will be more stringent in the future. In the past, mining activities may have had many permits, with things such as location permits, spatial planning permits, SIPA permits (groundwater use permits), and then environmental permits and other permits. In the future we can deal with only one license, which is called the business license.
Nickel mining activity means obtaining a nickel mining license. In the past, nickel mines had to deal with at least 20 + permits, and at the environmental level, there were environmental permits, followed by wastewater development permits (PPLC), B3 waste management permits, tailings dam permits, dumping permits or other permits outside the Ministry of Environment and Forestry (KLHK).
All of the licenses mentioned above are not in name but are essential requirements that every business participant must have. There is now only one licence, for nickel mining.
Each business license used to have many requirements, but now it's reduced to three things. The first is called space planning Approval, or Appropriateness of Space Use Activities (KKPR), issued by OSS; Second, environmental approval; The third is building permit (PBG).
Regardless of the number of requirements, at least three requirements must be met. If one of the three conditions is not met, the business license cannot be applied for. Environmental approval is the first condition to be met. Mining is destructive, but if the damage can be controlled, environmental approval will be granted.
He also revealed that every business activity has a certain level of risk, namely low, medium and high risk. Each low risk activity is sufficient to have an Enterprise Identification number (NIB). Generally speaking, NIB is the mark of OSS registration, and now NIB has been upgraded to license. Then there is the medium risk business activities, there are low and medium risk, high and medium level business activities must hold the standard certificate; If the business activity is high risk, permission must be obtained.
Since all nickel mining activities are high risk, the company must complete at least three of these basic approvals before a license can be issued to the company.
